Help me understand this

I guess I'm not really sure what UNL means. An obvious guess might be "unlicensed", but "unlicensed carry handgun licensed holder" doesn't make much sense.

UNL = Unlawful

So, it is Unlawful Carry of a Handgun by a License Holder

No one understands it.

It should not be possible for person who does not have a CHL to be convicted of unlawful carry by a license holder.

It is possible for a person who has a CHL to be convicted under 46.02, which normally does not apply to a CHL holder. The circumstances where it can happen are carrying a handgun without the license on one's person or carrying a semi-auto with an NSA license.

The only other reasonable explanation is coding errors.

It would be nice if DPS listed the statutes that were violated instead of these cryptic descriptions.

I'm not sure why this would not be understood. Unlawful Carry of a Handgun by License Holder is PC §46.035. That would include the following offenses:

- Intentional Failure to Conceal
- Carrying into a 51% establishment
- Carrying at a High school, collegiate, or professonal sporting event
- Carrying into a correctional facility
- Carrying while intoxicated
- Carrying at a Governmental meeting

EDIT: Ok, I see now what you're talking about. The stats indicate there were people convicted of that offense that aren't CHL holders. Now, that's a good question.

I think the question is why isn't the percentage 100%. Who were the 6 of 15 convictions of Unlawful Carry by License Holder who DIDN'T have a license? Maybe people w/ out of state licenses?
