I went to the DPS website and it's very confusing. Last time Ilooked into it about 9 months ago you couldn't do it online (for out of state people). I'm going to try to go get my new DL tomorrow and see if I can't get this over with. I'm a resident of Louisiana now and still have my Texas and LA DL

Can I do it online currently? If not, what all do they need? How long is the turnaround? Can I carry with my old CHL even though the address is no longer right while I wait for new one?

What problems did you have before? It should be the same as any other address change.

If the online system won't accept Louisiana, you can mail in this form.

I haven't done it before. The site told me I couldn't do it online and I had to mail in a certain form.

There is no reason you can't do this online. Go here: https://www.texasonline.state.tx.us/txapp/txdps/chl/" onclick="window.open(this.href);return false; Login where it says "Returning User" to change your address. Because you are out of state, it will become a non-resident license.

If Louisiana accepts a non-resident Texas license, and I think they do, you should be good to carry on it until your new one arrives, just as your driver's license would still be good while waiting for a new one.

When my wife and I lived in Alaska, we tried to change our CHLs to an out of state address online and it would not work. I contacted the DPS and was told I would have to fill out a paper form for a change of address to an out of state address. This was about a year ago.

I didnt think it was allowed to have to Dl at the same time.
