Indian Policeman has an AD/ND at Taj Mahal

Says in the article that the .38 revolver was not "locked"
"Preliminary investigation found that Chaudhary was posted 50 meters away from Taj Mahal Hotel. After his duty, he was getting into his official vehicle, which was parked outside the security perimeter thrown around the hotel; when he removed the revolver pulling its trigger accidentally.
"The weapon was not locked which resulted in the incident," said Deven Bharti, crime branch's additional commissioner of police."

Locked? A revolver? Who would carry a revolver locked?

I'm guessing it's a translation misnomer or similar.
I deal with these all the time, part of my wife being from Scandinavia XD
Phrases, sayings, or colloquialisms they use, when translated, make no sense to us in english.
This is even more likely if he actually gave the interview in English, and isn't a native speaker. My wife says things sometimes that leave me scratching my head...
Possible real meanings:
It WAS Locked, as in 'cocked and locked'.
The Safety wasn't on (Locked), maybe a SA Revolver with a safety?
The trigger wasn't locked.
It wasn't 'locked' in a holster.
These are just ideas I came up with.
Then again, he could just be an idiot, and said, and meant 'locked'

Maybe he had a Smith & Wesson with the "infernal internal safetly lock?"

Maybe, but I have three of those, and none of them are
carried locked. That makes no sense. I'm inclined to go with dicion's "lost in translation" explanation.

I agree that something could be lost in translation but............

A clear violation of rule three.

Locked or not locked in any translation, it sounds like the commissioner is blaming the gun and not the shooter............
At least till they get back to the police station.
