New ATF reporting rule proposed

Just got this email from J&G. I'm sure they won't mind me replicating it here in full.
I'm sure this is related to the media storm about Mexican guns coming from the US.

--------------------------------

Dear J&G Customer,
This is a special notice to warn you of impending new gun regulation. The ATF has proposed to require gun dealers to provide directly to the ATF the names, addresses, and serial numbers for every purchase of two or more semi auto, mag fed rifles within a five day period!! They are trying to force this in by January 5th, without any approval from Congress, calling it a needed "emergency" regulation. This is backdoor registration of guns and gunowners.

Here is a quote from the notice by the NSSF (National Shooting Sports Foundation) regarding this burdensome and illegal move:

"The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) is moving to require federally licensed firearms retailers to report multiple sales of modern sporting rifles beginning January 5, 2011. Specifically, the ATF requirement calls for firearms retailers to report multiple sales, or other dispositions, of two or more .22 caliber or larger semi-automatic rifles that are capable of accepting a detachable magazine and are purchased by the same individual within five consecutive business days."

We are encouraging everyone to contact the relevant officials to protest this move. The office that approves regulation changes like this that bypass Congress is the Office of Information and Regulation affairs of the DOJ and they can be reached at 202-395-6466. You can call your Senator and Representative at the US Capitol switchboard at 202-224-3121.

The NSSF offers the following points to make when calling

1. "Multiple sales reporting of long guns will actually make it more difficult for licensed retailers to help law enforcement as traffickers modify their illegal schemes to circumvent the reporting requirement. Traffickers will go further underground, hiring more people to buy their firearms. This will make it much harder for retailers to identify and report suspicious behavior to law enforcement."
2. "Long guns are rarely used in crime (Bureau of Justice Statistics)."
3. "Imposing multiple sales-reporting requirements for long guns would further add to the already extensive paperwork and record-keeping requirements burdening America’s retailers – where a single mistake could cost them their license and even land them in jail."
4. "Last year, ATF inspected 2,000 retailers in border states and only two licenses were revoked (0.1%). These revocations were for reasons unknown and could have had nothing to do with illicit trafficking of guns; furthermore, no dealers were charged with any criminal wrongdoing."
5. "According to ATF, the average age of a firearm recovered in the United States is 11 years old. In Mexico it’s more than 14 years old. This demonstrates that criminals are not using new guns bought from retailers in the states."
6. "Congress, when it enacted multiple sales reporting for handguns, could have required multiple sales of long guns – it specifically chose not to."

We have to do that now for handguns, does not surprise me that the ATF will now include long guns as well. I wish I could actually track the faxes that we send to them when multiple handguns are purchased. I am waiting for official notification from the ATF, so far nothing has arrived.

My guess is multiple purchase forms just sit on a server someplace and never are reviewed. This is just more work for the FFL's to appease the anti's.............

I see the straw buyers just adjusting to a gun a week.
Steady income supplement at $200/week.

Even if it worked, it's a bandaid.
The real problem is border control.

If they get a CHL then they could buy 5 or six a day since they aren't called in. no one would know. Hope they dont figure this out.

That is not the case, having a CHL does not have any effect on the multiple purchase forms that must be submitted to the ATF and local police department. The FFL holder is required to report any person who purchases 2 or more handguns, including FFL transfers, within a 5 day period. I assume that if the ATF enacts these new regulations the same will apply to long guns. If the FFL does not complete these required forms they will be in a world of hurt when the ATF comes in and reviews their records and the forms are not present.......

You misunderstand. Go to Bass Pro, buy a rifle and/or pistol. Then go to Carters Country and do the same. Repeat with different dealers till closing time. Each dealer has only sold you one gun, no form, no call (with CHL) to the ATF. 6 guns x $200, pretty good days pay.

BATF Long Gun Sales Reports

TSRA is apparently taking this BATF directive seriously. I received an e-mail asking us to contact our Senators, et al, with a TSRA suggested list of objections.

Anybody have a URL to post?

Aaaand IF that sheriff ever came down to waste his/her time, you should report Gander Mountain's jacked-up prices to the Sheriff's office.

You still have to fill out the form whether it is called in or not.

I know that. By no Form I meant the multiple purchase form, not the 4473. The original plan was to report multiple purchases of rifles by 1 person. I go to store A with my CHL and buy a rifle, fill out the 4473 form. 1 gun, no call, no multiple purchase form. I then go straight to store B with my CHL and buy a rifle, fill out the 4473 form. 1 gun, no call, no multiple purchase form.. I then go to store C with my CHL and buy a rifle, fill out the 4473 form. 1 gun, no call, no multiple purchase form. How is the ATF ever to know I did this 5 times a day for 2 weeks straight? easy 10g's at $200 a pop. My whole point is that this regulation can easily be defeated by the criminals (as usual) even though we all know they dont usually pay retail, regardless of what the libs think. PLAN B: Even without a CHL if you buy 1 gun a day you wont trigger the multiple purchase form but would the ATF notice the NICS checks since they supposedly dont keep the data? 30 guns a month that way. This doesnt include FTF buys with individuals, there are quite a few AR's and AK's on TGT right now.

Ain't that the truth! Buds gunshop had a special on Sig 250 .40 with a spare .357 barrel while back for $419. Gander wanted $699 for just the Sig. Salesman really tried though, mentioned the price included Gander Mountains year warranty was free 3 times.
