What about the students that sent in applications without taking the test? They knew that did not pass the class. Did they commit any crimes by doing so? Are they walking around with concealed weapons, when they have not met the requirements?

Yes, the instructor needs to be punished! But if three students decided to stay, then my guess is that they all could have stayed if they insisted.

Most students rely on the instructor's knowledge and wouldn't know if the procedure she followed was allowable or not.

However, none of them should be walking around with CHL's because, according to the article, none of them took the written test.

and just because they shot at the range doesn't mean they took the proficiency test either...

I'd be unbelievably :mad5 and :banghead: to have wasted my day and had my money taken.
I wonder if PayPal will get you a refund for shenanigans like that..? :boxing

What's the expected penalty if found guilty? I looked at PC 37.10 and the offense can range from a Class C Misdemeanor up to a Felony of the Second Degree, depending on the circumstances.

From the HouChron story:
Onedia Broussard, 39, is wanted on charges of tampering with a government record, accused of certifying results for tests during a September seminar that were never taken. The state jail felony carries a maximum punishment of two years behind bars.

I hope she gets the max and has her school teacher accreditation revoked (my wife is a teacher and said the state likely will revoke her teacher certificate under moral terpitude clauses).

just takes one bad apple to spoil the bunch :mad5
