I do not have four or more cats or dogs; I do not live in Lampasas County. However, the courts have said that cats are dog are 'property'. Thus, if they can inspect (code word for search) just because you have an arbitrary number of animals, can they do the same for other types of property? Have more than four guns: You must buy a permit and agree to inspections to insure they are properly secured. Call me an extremist if you wish, but as we have found in other aspects of our government, if you give 'em an inch you give them it all!

I'll typically side with anyone with talks about too much government intervention. I happen to know that in the case of animal quantities, the number four seems to be consistent across the States. My sister lives in PA and they have the same restriction.

You would not believe the games that are played by those that run puppy mills around the number of animals at a single house. They house the males in one house and the females in another but, for all intents and purposes, they are still running a puppy mill and have all of the females breeding as often as they can. This is one area where the regulation makes sense. If 5 or 6 were allowed without inspection, these folks with have that many. The goal of the inspections is to make sure that the animals are treated humanely, which is a rarity in any puppy mill operation.

If you have any doubts about what I've posted, you can talk to just about any of the rescue groups. The worst enemies of the breed rescue organizations are the puppy mills that specialize in their breed.

If the county wants to "inspect" my property, they better show probable cause to a judge and get a warrant. Else they are trespassing and will be prosecuted.

We don't need these laws anymore than we need more gun laws. It is a crime to mistreat animals and if probable cause exists warrants and searches will be done. I don't think these laws are about animal welfare at all but about stopping pet ownership and domestication of animals for any reason.
