Fishing license and ID

Does anyone know for sure, if a LEO asking you for a fishing license is the same as asking for i.d? The reason I ask is I frequently carry on the Guadalupe west of Canyon lake. Today I was stopped in my boat by a TPWD warden for a license check. All he asked for was my fishing license, I even asked him if he would like to see my drivers license, he said no. I did not inform him that I was carrying, because I was unsure as to whether I was in Army Corp of Engineering controlled waters ( sidenote : I have called the ACOE and no one could tell me for sure where their jurisdiction ends or begins on the Guadalupe west of canyon lake ) Anyhow, it all went well, he checked my license/fish/and safety items and left. My question is, did I break the law in not telling him I was carrying?

A fishing license is not a form of identification.
If he said "Show your your ID and your fishing license" then yes... but just "show me your fishing license", nope, not the same thing
