Vela said on campus, students should take precautions and protect themselves against any type of potential danger.

Vela, who does not have a concealed handgun license but owns guns for hunting, said he supports protecting oneself with a gun off campus in students' vehicles.

Vela said this college is an open campus and there are people who walk on campus but do not follow proper protocol.

Vela also suggested when leaving campus late, students should leave in groups and if possible make plans to park in groups ahead of time.
(This is the SAME campus where two males were victims of an armed assault and armed robbery in a bathroom in the middle of campus while using the "go to the bathroom with a buddy system" ... safety in numbers ... ? Virginia Tech had numbers, quite a few targets actually.

Is there any evidence he had a valid CHL issued by the State of Texas at the time of the murder?

The article repeats hearsay that Godin "obtained a gun permit 10 years ago" but no confirmation of that claim. I haven't seen any evidence the "gun permit" was a Texas CHL. They moved to Texas about ten years before the murder, so it could be a purchase permit or some other permit from his previous state of residence. I also haven't seen any evidence that the "permit" (whatever that means, see above) was still valid after he was diagnosed with "transglobal amnesia" in 2006. Not that facts matter to Woods.

The emotional argument seems to be that it was illegal for him to have a handgun on campus the day he committed murder, therefore we should maintain that status quo because it worked so well.

According to this story, the Chancellor of the college told a reporter that Godin had a CHL. That's the only story I could find that had that information, and it's not a quote. None of the stories in the Ranger mention a CHL and the use of the phrase "gun permit" by his defense attorney is rather vague. It doesn't appear that the media covered the story at all, which is somewhat unusual. Without confirming the information with the state, I would say it's an unconfirmed report.
