CHL design, meaning of dates?

I really got to looking at my CHL today and after busting out the magnifying glass(please no mocking) I have a question.

What are the meaning of the dates that make up the cloud above the Capital Building? The dates are 1935,1973,1995, and 2003.

Oh man I thought you had the answer. Yeah I saw that yesterday when in was trying to find an answer, and it made me smile.

August of 1935 is when the Texas DPS was formed.
TARC was organized in 1973.. but dunno if that's what they are memorializing or not..

Wasn't 1995 the year we got CHL ?

The Traffic Law Enforcement Division was reorganized and renamed the Texas Highway Patrol Division in September 2003. After the 2003 reorganization of the former TLE Division, all commissioned officers now wear the same, redesigned shoulder patch.

Interesting fact that the 1995 DPS CHL statistics showed that only one application was issued for a CHL. The person lived in Comal County, Canyon Lake, TX 78133.

During the same time period 2,334 applications were issued for CHL instructors.
