And a committee Substitute
2:30-2:33
HB 86 – Is very similar to HB 750 but does not CURRENTLY include the provision allowing private colleges to create administrative policies; however, the bill’s author has repeatedly said that he will amend the bill to include that provision.
Substitute allows Private schools to opt out and makes CHL responsible for securing weapon
He asked that everyone support 750 and leave his bill as "Pending"

It's like 750 but only applies to community/ colleges
HB 1167 – Is very similar to HB 750 but applies only to community colleges and junior colleges, not universities.
Author says he supports 750 since it solvews problems for all campuses, where this only fixes some campuses
He's listing requirements to get a CHL .... (some on committee are pretty clueless)
Room is overflowing with people, they have an "overflow room"
He's quoting Glenn white who testified against it in 1995? but supports chl now, as well as John Holmes ... same story, they turned around to be supporters instead of against it.

2:39-2:42 a committee substitute for 1356 being explained by Goodin
HB 1356 – is very similar to HB 750 but applies only to faculty and staff and employees with CHLs, but not students.
(This will be interesting as a CWS. I worked as staff while being a Student with CWS College Work Study)
Honestly I did it for better parking places, Faculty restrooms with softer toilet paper and other similar benefits, so If a student works on campus ...

Not liking 1356; only for faculty. But the protection for administrative retribution is good.

1st person offering testimony, Professor/staff at 2 schools, late night at UT Brownsville on the border, in favor of CHL campus carry
He's Discussing being on the border and needing 750 to pass "(earlier a comm member mentioned exempting border schools like El Paso) Last year MWAG on campus lookout , swam across Rio Grande ...so it's needed. Driving at night to teach there ... etc.
Current it's DADT, get fired or expelled even tho legal for chl to have gun in car. this fixes it.
I forgot who ... earlier stated FGFSZ Federal Gun Free School Zone recognizes exemption for CHLs licensed by State, so FEDS realize we are SAFE, why doesn't the STATE who gave the license in the first place?

Another overflow room now open
DR WILLIAM HOLDA is next testifying on all bills
President Kilgore College
HE GOT HIS CHL in the mail TODAY (His 15 year old daughter let him know it arrived by Texting)
He's having to testify on behalf on the junior colleges first, now he is stating personally instead of for Assn.
He supports 750 and gun policies where colleges dorms install safes attached to floor/walls
He's going down the list

Yes but the logic is that if the Feds realize we are safe, why doesn't the State who licensed us?
