More mental Health argument

I see John Woods and others state that instead of allowing self-protection, that troubled students be referred to mental health counselling.
That totally fails since many campus crimes are from non-students

Campus crime committed by non-students
UT campus is a hotbed of petty crimes and misdemeanors. However, it isn't necessarily students committing them -- the majority are non-students.
