Wanna be a NYPD recruit? Surrender your license and guns...

I've been following a gunny forum based on Long Island, NY. Some of you, particularly LEOs, may find it interesting how they do things back east...
If I understand it correctly, before you can be accepted into the police academy to become a NYPD officer, you have to give up any gun license you have, plus all your guns. You may not own any firearms while at the academy. (I could see, perhaps, not having your own private stash AT the academy, but you can't have them at home either...)

Short course: young man is hoping to go to NYPD academy. He has to document that he has surrendered his gun license (remember, in NY to have a gun you have to have a license) and either surrendered or transferred any firearms he owns. Apparently if he completes the course, he can get his guns back after graduation. Not clear to me, but he may not get the license back, but his status as police officer will let him carry and have guns? Not entirely sure.
HIs question is whether he will get his license back if he does NOT complete the academy. Answer not known on that.
He ended up giving his license to the Suffolk County Police Department, who gave him a form or voucher to show the NYPD. He transferred his guns to friend and got a notarized letter documenting this.
Extra Credit Reading assignment: NY State Police Pistol Permit Bureau: http://troopers.ny.gov/Firearms/" onclick="window.open(this.href);return false;
"Established in 1936, the Pistol Permit Bureau holds records of every legal handgun transaction that takes place in the State and is a repository for the mandated "records of transaction" that accompany sales by gun dealers or between private citizens."
