Back in 1995 in Washington state I had a few fines that I forgot about and never paid. I contacted the county clerk and the courts had wrote them off as uncollectable and closed them. So is this something that could disqualify me for a CHL?

What type of fines were they?

3 were for vehicle and one for theft 3rd degree a gross misdemeanor. I am waiting on a response from them to see if I can get these paid off.

I don't think that would make you ineligible, but you would have to report them to the DPS and get copies of the dispositions to attach to your application.

Then, I don't understand your question. How could you have a fine for "3rd Degree Theft Gross Misdemeanor" if you were not arrested and convicted?
