What cartridge is this

I saw this picture (http://articles.chicagotribune.com/2011 ... y-campaign" onclick="window.open(this.href);return false;) and am wondering what kind of cartridge these are. Are they blanks?

Zooming in on the photo, looks like 2 different calibers of empty brass? The thinner one laying down looks deformed.
First I thought perhaps some type of frangible bullet in each brass casing, but hard to tell.
Doesn't look like any wadcutter I ever saw.

Yes, blanks.

Some have a crimped end, others (as in link)... are capped and rolled.

Terrible picture, and a terrible article...

The "crimping" looks like an optical illusion, but the wadcutter theory would stand up in a court of law as far as I was concerned...
