prior tuition waivers (cost a lot, in-state/out of state etc) no cost to state since schools waived ... but schools wanted more money funded by State through another pocket, so it did cost State ... or something (from prior committee member who previously voted for an amendment he regrets and want this committee to clean up his mess)
