Do the passport photos need to be signed on the back by the fingerprinting person or by anyone else? Thank you.

If I recall correctly, my instructor told us to sign the back of the photos last year. Even if you didn't have to sign them, I can't imagine how signing the back would hurt.

Signing them is not required.
I have my students sign them anyway, to help prevent getting a wrong picture on your license if nothing else.
(2 people I know so far that this happened to)
