Bill Question

When a house bill has a status of "reported favorably as substituted", does that mean that it is a substitute for a bill that was already filed? I am asking this question in relation to HB's 1463 and 3619. If this is the case I wonder what the difference would be between 1463 and 3619?

IIRC, they read the bill, and add sme amendments or change the wording, then vote on that bill. That counts as a substitute bill.
