Texas City - Shelter in Place

Three refineries, including a BP unit where a 2005 explosion killed 15 people, and a Dow Chemical plant lost electricity in outages that led to shelter-in-place emergency alerts and the cancellation of public schools today in Texas City.

We've been having rolling outages in my part of town the last few days. I was told it was for repairs, but now I wonder. If the Texas Grid is this bad already what will summer bring? I worked in refining for 35 years and our plant was first tier and kept power except in extreme circumstances. I would think Texas City petro-chem facilities would likewise be first tier or last to be effected also, but maybe not. Doesn't look good for the really hot weather of summer.
