Which state would you consider the most RKBA friendly state, and why?

The why is going to be a big part. Different people have different weights for CCW, OCW, NFA, and knife laws. Then we get into things like hunting, self defense laws, and other things not directly RKBA that sometimes get lumped in.

Alaska, based on both laws and overall culture.

OK, I lived there for 11 years before moving back to Texas. Perhaps I should have added to my question, ..."in the lower 48 states." BTW, Alaska has changed dramatically over the past 30 years in "political" culture. Far more liberal than ever now.

OK, but you asked most friendly RKBA not most conservative. When it comes to RKBA friendly I think any state that doesn't have some kind of unlicensed carry for normal people is out of the running.

...in my experience, Texas...more progress to restore our rights made here in the last few years than anywhere else I know about...more professional attitude on the part of LEOs towards the carrying public...have never heard or heard of a Texas lawman showing hostility towards a CHL...glad to be here!!!

OK, I was addressing the "overall culture," as mentioned by hirundo82, when I said Alaska is far more liberal than ever now.

Arizona had unlicensed open carry many years and now also has unlicensed concealed carry, so it's near the top.

Lower 48...VA? They have OC and were early adopters into CC laws.

In the lower 48, Arizona, Montana, Idaho, Wyoming, and Utah are probably the top, considering culture and laws. If we're talking about laws alone, places like Vermont and New Hampshire come into the discussion, but they're too close to NY and MA.

I'd probably place Texas in the top quartile but not top 5, but that may just be a reflection of where I live (I hope to move to a much more gun-friendly area of Texas within 10 years).

Offhand, I'd say New Hampshire, actually.

Open carry, concealed carry, without license in more than 95% of the whole state (not in town).

Concealed carry in towns with license issued by the sheriff.

You gotta love Montana.... :anamatedbanana

Really? I love Texas, but I don't think we're close.

-No open carry.
-Very strict trespass (class A misdemeanor). The 30.06 sign requirements are nice, but there are numerous states where you must be asked to leave before you can be convicted of trespass and its usually the equivalent of a Texas class C.
-Restrictions on carrying in 51% bars. NH and PA have none.
-No campus carry (yet). Utah has it.
-No parking lot protection (yet). OK and FL have.
-Extensive training requirements and expensive license...not altogether bad, but if we're comparing to no license required states... AK, AZ, VT...

LEO/Official attitude?

-Round Rock PD (Handog)
-Dallas PD (say they'll "enforce" 30.05 signs at Dallas Love :???: )
-Former Harris County DA (car carry)
-Plano ISD (30.06 signs in school parking/pick up areas, claim they'll enforce)
-DPS Attorney (keeps insisting any sign is adequate for 30.06 notice)
