Are you suggesting that this is a matter of "National Security" (Mexico's) that they should address? The US has used that same justification for a number of engagements on other's soil. It will never happen because neither the Mexican government nor the Obama government are really concerned about guns flowing into Mexico. Yes, Mexico needs to take responsibility for what enters their country. I have never been through Mexican Customs or Immigration when crossing into their country. I have driven to Mexico City and Cuernavaca and was never stopped. I did get stopped on the way to Monterrey once but it was a shakedown for speeding. (I told the cop that I would give him half of what he was asking or he could get his supervisor and I would give that person the full amount. He took what I offered.) During this stop they did ask, if I had guns.
