For $700 you're going to have a tough time. Not impossible - but tough.

I dunno, that's pretty much the market for a standard M4.
You can get a new one for that at any gun show

Or build one for less than $600

I received this in an email from a friend in FL a few weeks ago. He was considering this purchase. I emailed him this morning and he has not yet pulled the trigger. I cannot speak as to the quality or completeness.

Get those 4 components in the links and put them together. No tools required, they just fit together. Upper is held to lower with 2 pins, bolt group slides into upper, charging handle slides in with it.

Are these any good though? I never heard of that company.

DPMS makes a couple entry level ARs that are $700 or less. CMMG has a bargain bin occasionally where they sell new blem/demos for around $600. On the AR website, it's pretty common to see nicely equipped used ARs in the $700 range, complete used uppers in the $400 range, and used lowers below $250. A local shop was recently selling complete, new RRA M4-style lowers for $235. There are plenty of options if you want a sub-$700 AR.

AR15.com has everything you need posted as forum stickies.
The only thing that is remotely finicky is assembling a stripped lower, but that's a hammer-and-pliers thing at the kitchen table.
Changing a barrel takes some tools, but non of it is rocket science.

But you don't have to do either.
Just buy a complete lower, and a complete upper, snap them together and go shooting.

+1 on buying the upper, lower, and bolt carrier. Those three parts are basically a field stripped AR. Takes 10 seconds to put them together.

Just going by my own experience..... if this is going to be your first build, you should include the cost of a decent punch set, a DPMS AR15 Multi-tool, a DPMS "The Flipper" Action Block for AR-15s made out of delrin, and maybe a couple of other odds and ends.............figure maybe another $100 bucks to make your life simpler.

:iagree: with above poster, but also look into one of the carbon scraper-cleaners. (for the bolt) It runs 30 or so and works wonders.
