Question regarding City Hall no guns posting

I am sure this falls into the category of "stupid question", but here goes.
The Mayor of the Village of Ruidoso New Mexico has banned handguns in all village buildings. I am not too up on New Mexico laws, but this seems unconstitutional to me. Here is a link to a local news report.

I was having a conversation with a friend about this and giving my opinion that this act is unconstitutional. My friend pointed out that El Paso City Hall bans guns. True. I started to think about it though, and I don't know what right they would have to do this at El Paso City Hall. There are no courts there that I am aware of but there are government meetings (if you can consider what El Paso has government), and while I understand that government meetings are off limits, can no carry be extended to the whole building at all times?
I have read the Texas Laws back and forth, but my feeble mind is not seeing how City Hall has the right to ban handguns, so I submit the question to those of you smarter than I...which is pretty much all of you.
