Hi,

I recently applied for my instructor's license, and I was wondering if the state currently allows online delivery of the classroom portion of the CHL requirements. In other words, is it legally acceptable to provide the classroom part of the course online, and only do the shooting qualification in-person? If not, are there any rumblings about teh legislature considering a move like that?

I understand that all Texas CHL classes have to be taught in Texas. Would that technically make online delivery illegal?

I figure if defensivedriving.com is accepted by the state, maybe it's just a matter of time before the online course delivery can be applied to the CHl course as well.

I believe an even better option would be for DPS to allow CHL students to take the exact same online test as CHL instructors. If we pass, we should be able to skip the classroom and do only the range test. Heck, if that's good enough for teachers, it should be more than sufficient for students.

It's worth noting that the online test only allows instructors to not have to take a class every TWO years. As it is now, CHL instructors still have to attend a classroom course every four years as opposed to every five years for those with a CHL.

DPS does not allow online, or video taped, delivery of the course. You will learn all about the requirements for CHL classes when you take your instructor class.

I disagree that defensive driving is analogous to CHL training. Perhaps there is some analogy to a renewal CHL license, but as far as I know you still cannot get your initial driver's license based on only online learning, can you (been decades since I took the initial test)?

Since starting to teach the CHL class, I've been amazed how important the hands-on, in-person training can be - especially to those who are very new to guns in general. Is the course too long? Absolutely. In its purest form, is the requirement to even have a course an unConstitutional violation of 2A? Probably. But as long as the state still mandates a license to carry, then I think in-person training is necessary to effectively train folks for the responsibilities of concealed carry. Heck, even with in-person training, how many folks come here still seeking further clarification? Worse yet, how many folks don't come here and are blissfully ignorant of what they didn't learn in 10 hours?

And believe me, I'd much rather sit students down in front of a video and collect money at the end of the day after qualifying. But I don't think the students would learn nearly as much.

At the last instructor class they said that the law does have a provision for DPS to allow online training, but they're not interested in doing that at this time. They think it's important to have the face-to-face interaction. They also said, if online training were ever allowed, it would likely only be DPS allowed to provide it, which would put CHL instructors out of business.
