One of the comments below the article mentions gun rule what is it four, know what is beyond your target. Do people in California actually know that stuff.
I would suspect the police in San Fransisco will now not be allowed to have bullets.

This is a much higher risk in areas where firearms are looked down upon, because many if not most officers come on the force with no prior shooting experience and many of them actually dislike carrying a gun. These folks train as infrequently as possible and to the minimum standards their departments will allow. Ignorance of firearms is even sometimes a bragging point among the brass.
Street officers in these agencies tend to empty the magazine during shootings because that's the only way they think they can assure a hit on their intended target, who often emerges unscathed as in this incident.
The street results of all this are unsurprising and predictable.
You might also note that, for the opposite reason, Texas police have no shortage of deadly encounters with bad guys, but hits on innocents are exceedingly rare.

I noticed the article never actually stated whether the bystanders were hit by the police or by the BG. There is no information on who fired, how many people fired, how many rounds, etc.
Kind of tough to jump to conclusions based on incomplete or inaccurate news report. Of course, that never slows people down on the internet!

"Officers then fired at the suspect, who was not hit. However, two bystanders were hit by the gunfire."

Yet another example of how today's media presents incomplete information. Sloppy journalism. After reading the story, I still have no firm idea of what actually happened.

A bill was just presented to Jerry Brown for signature to ban open carry in California. Only exemptions will be if you were hunting or if you were at an organized shooting event.
BWT legal open carry in California was an unloaded weapon.
California is a "may" issue state and no one gets a permit.
There is some thought that this will lead to lawsuits with the goal to change to a "shall" issue state. But good luck.
