Has anyone stopped using large envelopes

I found myself assembling packets for my Saturday class and wondered why I still use large envelopes for the paperwork. I see two aspects of this:

For issuing the paperwork to students and for them to carry it away, the large envelope is nice because it allows all forms to be put in, including the CHL-100.

For mailing to DPS, the large envelope costs more and requires more postage. Is there any reason the paperwork could not be tri-folded into a #10 envelope? The signature block on the Photo Holder would still remain uncreased, so I see no reason DPS could not accept it.

Have any instructors switched to providing smaller envelopes for the supporting documents?

Now that fingerprints are electronic and no ten cards are mailed, I don't see why not.

I still use the big ones because that is what I have. I will never use them up.

Most businesses give priority when sorting to large envelopes, and they do not get misdirected as much as large ones.
