The timing of this may be coincidental, but it wouldn't be unprecedented. Several states won't allow reciprocal agreements with another state if the other states' requirements are below or well below the first state's.

Florida's requirements are very minimal. A four hour class, no written exam and no range profiency. I'm really surprised that Texas recognizes the Florida license.

I wouldn't be surprised. A friend told me martland offered an online course which I doubted. He looked again and it was VA and he gave me the link for a $49.95 course. :banghead: I am trying to convince him to get his TX CHL.

While Florida does not have a true shooting requirement, you must either have proof that you have previously gone through an approved course or prove you can discharge a firearm safely for the instructor.

Here are the requirements per the statute 790.06 License to carry concealed weapon or firearm.--:
(h) Demonstrates competence with a firearm by any one of the
following:

1. Completion of any hunter education or hunter safety course
approved by the Fish and Wildlife Conservation Commission or a
similar agency of another state;

2. Completion of any National Rifle Association firearms safety or
training course;


3. Completion of any firearms safety or training course or class
available to the general public offered by a law enforcement, junior
college, college, or private or public institution or organization or
firearms training school, utilizing instructors certified by the National
Rifle Association, Criminal Justice Standards and Training
Commission, or the Department of Agriculture and Consumer Services;


4. Completion of any law enforcement firearms safety or training
course or class offered for security guards, investigators, special
deputies, or any division or subdivision of law enforcement or security
enforcement;

5. Presents evidence of equivalent experience with a firearm through
participation in organized shooting competition or military service;

6. Is licensed or has been licensed to carry a firearm in this state or a
county or municipality of this state, unless such license has been
revoked for cause; or

7. Completion of any firearms training or safety course or class
conducted by a state-certified or National Rifle Association certified
firearms instructor;


A photocopy of a certificate of completion of any of the courses or
classes; or an affidavit from the instructor, school, club, organization, or
group that conducted or taught said course or class attesting to the
completion of the course or class by the applicant; or a copy of any
document which shows completion of the course or class or evidences
participation in firearms competition shall constitute evidence of
qualification under this paragraph; any person who conducts a course
pursuant to subparagraph 2., subparagraph 3., or subparagraph 7., or
who, as an instructor, attests to the completion of such courses, must
maintain records certifying that he or she observed the student safely
handle AND DISCHARGE the firearm;[
The only course listed above that does not require shooting is the Hunters Education course (1). The other option is if you had previously had a Florida license (6).

I understand there are some instructors in Texas that have been handing out certificates of proficiency in a 4 hour class without proof of the above. Those instructors are now apprently under audit by the Florida Division of Licensing.

I am not the least bit surprised, too many people are trying to circumvent the spirit of State carry laws to make a quick buck from both the issuing State's for revenue reasons and so-called instructors who use questionable advertising gimmicks. Just look around the Gun Shows and you will see many people pushing the out of State licenses. I expect to see these type of actions become more common unless the States follow what Utah did by making the applicant also hold a license from their state of residence (if available) before they will be granted a non-resident license... I cannot say I am a bit surprised, then again I cannot say I actually care either, I have my Texas CHL because it was the right thing to do..........

Hopefully Virginia will reciprocate. I think Florida law does automatically.
