A hypothetical: A guy with a CHL goes to an outdoor public tennis court to play tennis. He puts his pistol in the bag that he keeps his racquets and other tennis gear in and sets the bag near the middle of the court by the fence. The pistol is not visiable and no one but the CHL holder knows it's there.
Is this guy "in control" of this pistol while he is playing tennis 30 or 40 feet away from the bag? Is this guy breaking or bending any laws or rules?

The main legal concern would be 46.13, assuming the tennis court is not a prohibited place under sections 46.03 or 46.035 of the Texas Penal Code.
