Vidor TX Police chief says everyone should have CHL

In the Wedensday May 18 Vidorian Shopper A weekly news and shopping publication in Vidor Texas. Vidor Police Chief Dave Shows at his monthly town hall meeting called for all who can legally own a gun to get one and get a CHL. Shows said the police aren't afaraid of people who are licensed to carry.
I looked there is no website for the Vidorian so I can't give a reference.
On another note three DPS troopers spoke to our Citizen's Police Academy Alumni meeting last night and all three agreed a CHL holder is the least of their worries.

Did he mean everyone in Vidor should have a CHL or did he mean everyone everywhere?

I'm sure he meant everyone everywhere. The only ones in Vidor not carrying a knife and a gun are those carrying two guns and a knife.
