A recent trip to South Dakota made me wonder why Texas has no reciprocity with them. They have resident CHL's but not non-resident. It is legal to carry a gun without a permit if it is not concealed but according to http://www.packing.org/gs/sd_ag_opinion.pdf
there is apparently a problem with certain law enforcement officers defining "concealed" i.e. whether or not a gun in a vehicle should automatically be considered concealed. Therefore a Texas CHL holder when visiting South Dakota must resort to carrying his gun unloaded in the trunk or a "container too large to be effectively concealed on the person or within his clothing."
