If people are dumping pets and the pets start running in packs, not much you can do but shoot them.

The cops and the Harris County DA take it seriously.

People run dog-fighting rings. The cops bust them all the time. It's no surprise that people who do that would suffocate, stomp, burn, or shoot dogs. On top of that amateur breeders breed dogs that they can't feed or care for and no one else wants.

One could take the point of view that the animals are just animals and nothing to spend public money on, but the people who engage in dog fighting also have a tendency to deal in illegal drugs and other gang activity. I've read stories where nearly everyone arrested at a dog fight had illegal weapons, illegal drugs, warrants, and/or was an illegal alien.

If i see a person acting a defensless dog, or just beating a dog. Would that be possbile to consider the dog a third-party? I know for some animal lovers; they will consider every animal 3rd-party.

No. In the Penal Code, defense of a third party refers to defending human beings.

All the references to "another" mean human beings.

There is very little legal justification for getting involved in an animal cruelty case. You would stand a good chance of ending up in the hospital or in jail, or maybe both in that order.
