My CHL expired in February of 2011, I submitted the online form for renewal and paid, but never took the renewal course(life got really hectic), a year has since passed. I want to apply for another CHL. Do i apply as a new applicant and pay the fee again, or is there a certain way to go about obtaining a new CHL? I am still able to check the status of my online application completed a year ago and it reads: License Status: Application processed online. Concealed Handgun Licensing is waiting on the receipt of required materials. Once the application and materials have been received by Concealed Handgun Licensing and processing has begun, a more detailed status will appear on this page. Any insight would be greatly appreciated.

You cannot renew a CHL that has been expired for more than 1 year. You will have to re-apply as a new applicant.

However, since you have an existing application in the system, you are going to have trouble starting a new application. I suggest you contact DPS for further instructions on getting this done.

I think that there was a recent post about the same issue. They called the DPS, who reset the account on the computer system so they could continue with the application process.
