Not quite. The new law requires a conceal carry license unless the person owns or leases the property or is the grandparent, parent or child of the owner and has the owner’s permission. Unimaginable that it could be any other way, but in some countries, you can't even on your own property. I felt it was a no-brainer. If you are on your own property, protecting your own stuff, you should be able to carry a gun.”

So, only gives you concealed carry in your home or business you own. You can carry in car without a concealed permit.
So people could not carry concealed in their home? Does that mean that they had to keep their guns in plain sight inside their homes?People won’t need a license to carry a concealed deadly weapon in their home or business that they own when a new law goes into effect July 12.
I believe it is more the fact that it is extending the capability to the grandparent, parent or child of the owner of the home.
