Heard of this only recently, was curious about details... i did some searching online and it just resulted in more questions than answers.

Anyone enlisted in the reserve officers program?

I'm old and out of shape, but I looked into it long ago

City of South Houston and Tomball has Reserves.

Not all cities use Reserve officers ...
but ask where interested ... or for some currently accepting applications see http://www.indeed.com/q-Reserve-Police- ... -jobs.html" onclick="window.open(this.href);return false;

Some might not be listed there but still use Reserves, (if not accepting applications this very moment) Check Police, Sheriff and Constables locally.
