Yeah, I saw this on another forum. The LEO is so egregiously wrong that I didn't want to post the link and have it turn into a general LEO bash.
Not only did the LEO cold cock him from behind, he then took the stand and lied about it. The kid served 4 months in jail for "Assaulting a Police Officer" until the video came to light and showed the kid not only didn't assault the cop, he was laid out flat by the cop before he even realized he was getting hit. Here is the other part that is bothersome:
Why was the video necessary to clear Dorm? Did this officer or witness also file a false report? If so, where are the charges against him? Clearly, Taylor had lied about the assault and the second man could not have missed the fact that Dorm was struck by Taylor first. We have previously discussed how, even when officers are found to have brought unsupported or false charges, they are rarely punished and, when such punishment is meted out after public outcry, witnessing officers are rarely punished for their own failure to step forward.

I agree it is a much better video, didn't realize when I read the article it was a video, thought it was just a screen shot or something.
After watching the Huffington post video few times, It looks to me that the video captures the end of a foot chase. Suspect looks like he has just given up the run and started to walk at the beginning of the video. When he turns around to face the officer, he slumps forward slightly and looks a bit off balance, as if he was trying to catch his breath after running. The offices come into frame looking a little winded as well.
There is also 1m 15s of video missing according to the time stamp. Right after the take down, it skips forward to 09:43:26pm and shows the second office walking around with what looks like a cell phone in his hand while the office in question (Taylor) is cuffing and presumably patting down the victim (Dorm).
I also find it interesting that they quickly get Dorm on his feet and start to move back up the street. I would think that at lease one of them would want to secure the scene since the office’s weapon fired.
In the context of the video alone, it looks bad for the officers but I will hold of passing judgment on anyone until I get more information than what provided in this very short video.

Some very bad weapon handling by that officer... Lucky the perp wasn't killed, or worse.

It's most likely because the camera automatically changed its aperture setting because of the light from the muzzle flash. If you notice when the light appears to come back on, it's not as intense as it was at the beginning of the video.
