This is an interesting article about the current status of airborne speed enforcement. High costs have generally resulted
in grounding the LEO aircraft, although Ohio bucked the trend and issued 16,000 such tickets during 2011.

The states mentioned in the piece are: Washington State, California, Ohio, Pennsylvania, NYS, Virginia, Alabama, & Florida.

Texas is not mentioned.

IIRC, Oklahoma had such a program. I have no clue as to whether they still do.

I got nailed by one years ago in the Kalifornia desert just outside Barstow. Got off with a verbal warning for telling the truth. The other driver the aircraft nailed was arguing with the CHP officerthat stopped us about how fast she was going. She passed me like I was standing still. He asked me how fast I was going and I told him 80. She got the ticket.

Does Texas even do airborne speed enforcement? I've seen signs on such roads in other states but not in Texas.

Missouri still runs them, but not as much as they used to. Part of it may be cost, but their pilots are also usually their helicopter pilot. They have found it is better to utilize them in the copter doing marijuana patch searches, flying nighttime surveillance using FLIR or other aerial surveillance/searches.
