Agree. And even a democrat controlled congress is not likely to buy into this....for two reasons: 1) they are jealously protective of their own power to tax and are not about to give that power to anybody else, even if they are in philosophical agreement, and regardless of party affiliation; and 2) they want to get re-elected.
