DPS needs more info

My wife's application hit a snag. Here's the scenario:
She was born to a U.S. Air Force airman in Torrejon AFB, Spain. Both mom and dad were and are U.S. Citizens. Her birth certificate is a Spanish B.C. My wife has her original passport from when she was a child while they were stationed there (ca. 1972: don't tell her I divulged that
), the Spanish Birth certificate, her social security card and that's it. She is a full U.S. Citizen.
Because we put on her app that she was born abroad, they want further proof of citizenship. They listed U.S. Passport, U.S. Certificate of birth abroad (doesn't have), and a host of other immigration docs that she doesn't or wouldn't have. We sent a copy of her now expired passport as proof. Will this suffice? I thought i'd ask here first before calling them and being placed on eternal hold
