I just read the following and realized that it is indeed possible for the caretakers of a state to take responsibility for their actions.
Unfortunately I cannot envision the leadership of the USA doing the same.
A man named Livy had once written about a situation similar to this. According to his account, the Gothic invasion had caught the Romans unprepared, with less room available in the citadel that was needed for the city’s entire population. So the senators, as the men responsible, remained outside. And when the Goths entered Rome, they found the entire senate seated in front of their homes, dressed in their robes of office, silent and unmoving, like statues.

Those were LEADERS. Leaders make mistakes...leaders admit mistakes and accept the consequences when they have to...
