NY's "Protective" environment

According to town police, the three girls attacked the mom as her child was getting on the bus. They repeatedly punched and kicked her and pulled her by her hair.
The girls — two 13-year-olds and a 12-year-old — called what they did "mobbing" or "popping" on someone, and told police they did it for fun and chose their victim at random.
We lived not far from there. Newburgh is a moderate sized town which has gone down hill over the years. New Windsor is nearby along the Hudson river. This is NOT a large city blighted area.

I wonder of the NY State lawmakers will want to address this problem, too.

Next they're going to ban parents.

They've already effectively done that for a significant part of the urban population.
