The premise is to arm and train people in a high-crime area to see if it reduces the crime rate. Hopefully there will be preliminary data from it before any new federal gun laws are passed, but I'm not holding my breath...

This is about as clear-cut of an experiment as you can do. I'm sure the results will be debated (or ignored) for quite a while.

I'm not too sure about this........
Loads of unattended (even unsecured) shotguns in a typical housing project ripe for the pickins of just the people that should not have access to guns.
I guess nobody thought that a safe should be given to each new shotgun owner as well to properly secure it?
Bad guys just wait for the owners to leave and then get the shotguns, saw off the barrels and butts, and use them on us and others.
I think a better idea would be to train/equip more CHL's in those neighborhoods. Pistols are much easier to hold onto if they are in a holster on your belt instead of a shotgun under the bed with no one at home.

Apparently the "poor" of Houston are quite well fed.

Many of "the poor" in the United States live a lifestyle that would be a middle or upper class in most of Africa, Asia and Latin America.
Here's an earlier thread on the shotgun experiment.
