In Houston Thursday a 33-year-old man was accused of fatally shooting a man who was helping him change his tire, for no apparent reason. The suspect then shot a motorcyclist, who is in critical condition. A third person was injured by a "ricochet." The suspect barricaded himself in an apartment and eventually surrendered.

Neighbors said the suspect had a history of mental "issues."

Yeah, but I think the more significant part may be that he just got out of jail --but it doesn't say what for.

Mentally ill people have a lot of run-ins with the law because of disorderly conduct, trespassing, public intoxication, misdemeanor drug possession, and that sort of thing.

In the interest of accuracy, the murder victim wasn't changing a tire. I had heard that on the radio. It was some other vehicle repair.
