Why is the CHL-8 Form not a Form?

This has likely been beat to death here already but I could not find the answer doing a search. I filled out my first CHL-8 to send to Austin. I promptly found out that when the PDF file was created, it was not created as a "form" like the others (CHL-100, CHL-7, etc.). Does anyone know why? Has anyone with a full-up version of Adobe converted it to a form that they would share?
I was able to fill it out electronically by "adding text" via the electronic signature pane but it was, as expected, not very user friendly.
Also, I signed it electronically rather than an original scanned signature. Is that going to bounce? Should I send another one?

Thought I would post this update to my question for others. I asked Sherrie Zgabay and she replied that an electronic signature on the CHL 8 is sufficient. Original signature not required.
I would still like to know if anyone has converted it to a form so that you can tab between entry fields and easily fill it out.

OK, I converted the CHL-8 document to a form. I need some volunteers to try it out and give me some feedback on if you think it is a) useable and b) if it needs any tweaks.

It looks good and works well for me. Only one suggestion - the font size might need to be a bit smaller (or auto-sizing) in the Name column, if possible. Thanks for your work.

OK, the "Name" field is set to auto so if you get someone with a longer name the text size will automatically accommodate that. Other suggestions?
I also set the instructor signature, instructor name, license #, and date fields to mandatory so that you cannot forget to fill them out.

You scan your signature into an image and paste it in the document.
