actually Hydrophobia is another older term for late stage rabies syndrome in humans, a disease that affects almost all animals( reptiles and birds don't get it) your dog or cat is required by law in Texas to have an inoculation against contracting this disease. It is not required for other animals such as horses or livestock. what he is wanting to do is further the law and require a tag like you get for rabies vaccine for your dog and cat.

I hate to be pedantic but hydrophobia is another name for rabies, not distemper.

in humans yep, you are correct but all references I can find have the words may be. but none the less I stand corrected.
Rabies, especially a set of symptoms of the later stages of an infection, in which the victim has difficulty swallowing, shows panic when presented with liquids to drink, and can't quench its thirst.
as far as pedantic, not even close.
Pedantic means "like a pedant," someone who's too concerned with literal accuracy or formality. It's a negative term that implies someone is showing off book learning or trivia, especially in a tiresome way. You don't want to go antique-shopping with a pedantic friend, who will use the opportunity to bore you with his in-depth knowledge of Chinese porcelain kitty-litter boxes.

There's no telling what the circumstances were at the time the Governor called the special session, but rabies was a probably very, very serious threat back in those days I'm sure. In the early 50's when I was just a kid there was an epidemic in Pasadena caused by what they surmised was a wild animal/s that infected many dogs. There was a young boy that died I believe after being bitten. My dad who was one of the few Vets in Pasadena participated in the efforts to inoculate animals by giving mass free rabies vaccinations. His experiences in the northern India and Burma during WW11 provided him many opportunities to personally observe the ravages of rabies on humans. He said it was the worst thing he'd ever seen. He was bitten by a rabid dog himself while there. The series of shots back then was numerous (21) and extremely painful. Ironically in the early 1960's he was bitten by a dog brought in by a client who thought his dog had distemper. The series of preventive shots in the 60's had been reduced to 10 or 11. Each injection site became inflamed, red and very painful. That's why they were given in abdomen. Our MD administered the first injection and I remember watching my dad grimace as he self administered the rest . My middle daughter was attacked by a feral cat on her porch in New Braunfels in 2006. I assume some improvement in the vaccine has occurred and she had six injections. There was probably a good reason for Gov. Hobby to request the session.
