This part is unbelievable.

Mugging and arson are considered as infractions.

[sarcasm] Yes, but that was before they began to worry about non-domestic public opinion. Believe me Gandhi wouldn't have been so successful if he and a few hundred of his followers had been blown from a cannon, as was done during/after "The Mutiny".
So many of the U.K.s problems could be solved if they would just use "A whiff of grapeshot"! football hooligans, rifs, unionists/loyalists or conversely, Catholics.[/sarcasm]
