You'll have to forgive my ignorance in the area of FFL, but I've seen some FFLs charge less to CHL. Is it required that an FFL has to do a background check on someone with a CHL? Is the fee just a professional courtesy (LEO/Military/CHL/etc) or just because they don't have to do the check?

Or is it that the background check is required regardless?

The fee reduction is a courtesy. Some FFLs have a discount while others do not. The background check is not required although the paperwork still is.
