A NY permit issued to a NY resident is honored in:
Alabama, Alaska, Arizona, Idaho, Indiana, Iowa, Kansas, Kentucky, Michigan, Mississippi, Missouri, Montana, New York, North Carolina, Oklahoma, South Dakota, Tennessee, Texas, Utah, Vermont, Wisconsin

If the permit is a LEOSA permit, then yes it is honored in Texas and most states. If it is just a New York state concealed license (not just a permit to purchase/own), then Texas will honor it, as well as some other states.

But be aware that not all NY Carry Permits are created equal. A bunch of years ago we sued some judges in NY for what we saw as a violation of the law by marking the faces of the legal document with limitations such as "For Hunting Only" or "For Target Shooting Only" partly based on the practice, at the time, of having to put such things on the application for the permit, self-defense not considered a valid reason except in certain narrow circumstances. Unfortunately the outcome of the suit was not as desired and the ability of "Pistol Permit Officers" to make such ad hoc changes was eventually codified.

So it's possible that someone carrying concealed in Texas on a NY Carry Permit, could be in violation of the law.

Unfortunately it is. The legislators refuse to close that dangerous loophole.

It may be unfortunate, but it is not a loophole. There is no reason for the Great State Of Texas to punish citizens from New York just because they have draconian laws.
