New (to me) question

I am having a CHL class on Oct. 26. Someone wants to take the class, but he doesn't turn 21 until a few days later. Can he take the class, then apply online after he turns 21? Does he have to wait until he is 21 before he can do any part of the process? He isn't military so that doesn't apply.
