In Texas you have to present your chl to peace officer when you are pulled over. As far as I know, people who are carrying a handgun through HB 1815 do not have to inform the peace officer about the firearm unless asked. Not that I would not inform while carrying but just out of curiosity, can someone who has a chl, carry a handgun in their vehicle and not inform a peace officer about it because they have the handgun in their glovebox and not their person.

No penalty for not presenting CHL when asked for ID. I still do though.

IANAL, but, FWIW, from what I understand (enough qualifiers? ), if you DO have a CHL, you are presumed to be carrying under its authority before any other authority.

There are few, if any, situations where I might consider not notifying LE of my weapon in an ID-requested encounter. YMMV
I am comforted by the fact that, should that rare occasion occur, not declaring CHL status no longer carries any legal/civil penalties.
