Does anybody, CHL or otherwise by law have to conceal loaded mags?

Not written in the law anywhere, but you might draw some unwanted attention.

Understood, I ask because I will carry mags OWB and they may get exposed more often then my IWB pistol.

If you just want to carry one mag, there are leather or nylon folding knife pouches that will work well. On some, the leather extends to near the top, so the mag is effectively hidden.

You would just need to be careful of locations where a knife might be a problem.

For dual mag carry, Bianchi and others, I'm sure, make nylon pouches with snap closures that can be worn either vertically or horizontally. I believe they are less obvious when worn horizontically.

I ordered a dual mag holder with my C-TAC. I wonder if I can simply turn it inside out?

I suppose I can always throw one in my pocket if it becomes too much of a hassle. Frankly, 9 rds. is plenty I think...

I usually keep a spare mag in my front pocket. It looks like a pez dispenser.

A spare mag is not just for extra rounds, it's also for equipment failure.
