Maybe three of the features are illegal in Texas, and you can't use them. Just a guess…
(Kinda like only being able to put 5 rounds in a magazine in N.Y.)

Maybe when one "blade" has multiple functions, like the can opener has a small screwdriver on the end. One site may count that as one tool while another counts it as two.

Good choice,
I have the older model and love it.Although mine doesn't have that particular black tipped Phillips head screw driver and a fold out lanyard loop.I think the blade count difference is the old model versus the new model

I have a Leatherman Blast. I got it as an anniversary present for 5 years with my current company. I plan to get another Leatherman (if they still offer them) next year for my 10 years anniversary.
Multi tools are extremely handy to have around, and Leatherman is the best manufacturer of multi tools in my opinion. Mine is going on five years of use and everything still works great.
